i use gimp, and color indexing has been a big tool for me lately. i often find that i really like the effect of limiting a palette to exactly 4 colors. and of the dithering options, i find that "positioned" has the best vibe, but of course everything has its applications.

i use photoshop, and if you're in certain conversations with me, you'll know that i love color indexing. in fact, one fun tip is to pixelate an image then color index it. it gives this really cool effect:

I like to index+dither an image, scale it up 200%, do a bunch of weird stuff to it, index+dither again, repeat, then isolate a section of that to use, discard the rest, etc
